Michael S. Blanco: Co-Founder and Chief Executive Officer

As CEO, Michael Blanco provides the strategic direction and leadership for the organization. He is responsible for RESOLUTE Partners' day-to-day operations.

Prior to co-founding RESOLUTE Partners, Mr. Blanco owned and operated a chain of family entertainment centers in New England. Through that business, he became aware of growing public interest in access to the Internet and the impact the Internet would have on recreational computing. In 1996, Michael and a group of entrepreneurs launched RESOLUTE Partners and the company's first Internet café soon came to the attention of the U.S. Navy. RESOLUTE agreed to work with Morale, Welfare and Recreation (MWR) to provide recreational computing and Internet access on several US military bases. Since then, RESOLUTE has grown to become the largest operator of Internet cafes in the US military community with installations on military bases around the world. Michael currently serves on the MWR Council of the American Logistics Association.

During his career, Michael has founded, owned and managed several enterprises. He was President of a public relations/event marketing firm. He served a Fortune 500 company as director of event marketing. For several music and event venues, Michael held the position of sales and marketing director. He received his degree from Rochester Institute of Technology.


Michael J. Agli: Executive Vice President - Chief Financial Officer

Mr. Agli joined RESOLUTE Partners in September of 2007. Mr. Agli is responsible for the finance & planning operations of RESOLUTE Partners. In this role Mr. Agli works closely with all departments to oversee the management of financial operations including the preparation of financial statements, managing the budgeting process, providing financial and operational projections at the unit and company level and utilizing benchmarks to work with the management team to ensure efficient operations.

Mr. Agli has more than 19 years of experience in finance, sales, marketing and operations with over 13 of those years in telecommunication industry. Prior to joining RESOLUTE Partners, Mr. Agli served as Vice President of Financial Assurance at Prescient Worldwide. In this role Mr. Agli was responsible for the production and interpretation of internal management metrics, negotiation of carrier contracts and pricing as well as securing carrier relationships that allowed Prescient Worldwide to offer the nation's most advanced product set. Mr. Agli successfully integrated more than thirty additional wholesale carrier relationships, reduced overall wholesale rates and negotiated numerous indirect distribution channel agreements. In addition, Mr. Agli has been successful in the negotiation and integration of multiple mergers and acquisitions.

Prior to joining Prescient Worldwide, Mr. Agli served as Vice President and Chief Financial Officer for Connecticut Telephone. While in this capacity, Michael managed all aspects of the company's finance, accounting and revenue assurance including the management of all carrier, banking and investor relationships. Michael played an instrumental role in the sale of Connecticut Telephone in February, 1998 for a purchase price of $68 million. Mr. Agli also coordinated the successful purchase and integration of numerous acquisitions while with Connecticut Telephone.

Mr. Agli holds a Bachelors of Science Degree in Finance and Economics from Eastern Connecticut State University.


Reginald Babcock: Co-Founder, Chairman

Reginald Babcock is a co-founder of RESOLUTE Partners. He provides guidance and counsel to the organization as Chairman of the Board of Directors.

Reg co-founded and is executive director of the Angel Investor Forum, Inc., a Connecticut-based organization of individual investors, and member of the Angel Capital Association, a U.S. best practices organization affiliated with the Kauffman Foundation. The Angel Investor Forum receives financial support from its members, Connecticut Innovations, Inc., Yale University, the University of Connecticut and other organizations.

He is the managing partner of Endeavour Advisors, LLC, a firm that provides comprehensive strategic and business guidance to businesses seeking rapid growth and require experienced advisers. He also is a director of the Connecticut chapter of the MIT Enterprise Forum. He has served as a judge in business plan competitions held by the Yale Entrepreneurial Society, Connecticut Venture Group and the University of Hartford.

Reg has extensive experience as a director and corporate secretary for both public and private concerns in several industries. He previously served for more than 20 years as vice president, general counsel and secretary of an energy and utility company listed on the NYSE, and is author of numerous articles on entrepreneurship and corporate governance.

He serves currently as an alternate member of the Town of Glastonbury Ethics Commission. A member of the Connecticut bar, Reg received his BA degree in 1973 and his JD degree in 1977, both from American University.


Frank DeMasi: Vice President of Information Technology

Frank joined RESOLUTE Partners in May of 2008. As VP of IT, Mr. DeMasi’s role is to transform the company’s technology infrastructure to provide for increased flexibility and support for aggressive growth plans. He will introduce process and control into the environment through the implementation of Six Sigma methodologies as well as ITIL processes. In addition, he actively partners with Sales and Marketing to identify strategic business plans and to develop the necessary technology, implementation and support requirements.

Prior to his role at RESOLUTE Partners, Mr. DeMasi was Network Operations Manager for nine years at CheckfreePay (a Fiserv Company that provides walk-in bill payment services to over 7 million consumers). During his tenure, he led the infrastructure build-out to support the growth of payment locations from 3,000 to over 12,000 sites, processing several million transactions per month. He was also responsible for the creation and support of real-time bill processing with a 15 second confirmation to the consumer. He participated in the launch of the Quickpay! product line, as well as the CheckfreePay Link service API. He built a highly redundant datacenter environment and implemented comprehensive, real-time disaster recovery and business continuity for the company.

Mr. DeMasi also managed key business operations functions in support of the 12,000 retail locations, including warehousing, technical support and telecom.

Denise Delisle: Vice President of Operations

Denise Delisle serves the company as VP of Operations. With 20 years experience, Denise directs RESOLUTE’s customer facing operations, including our customer call center and extensive network of local customer service representatives. She is responsible for the day-to-day operations of our CZee CyberZones and Wi-Fi networks. She manages all aspects the company’s technical operations which include the network operations center, tech help desk, regional account managers and all support vendor relationships. Denise works closely with the RESOLUTE IT group to implement the latest system updates, deploy new services and launch strategic enhancements.

Prior to joining RESOLUTE Partners, Denise held senior operations positions in the consumer bill payment industry where she managed the deployment of 13,000 PC’s to retail and convenience store locations with over 200 installations a month and where she incorporated the Six Sigma process to integrate 24/7 technical support creating a more tightly controlled, reliable and responsive support infrastructure.

Paul Guertin: Vice President of Marketing

Paul manages the company's marketing, public relations and product development efforts. In this role, he works closely with RESOLUTE's sales organization, product development team and operations group to bring exciting products to market that meet customer needs and expectations. He is also responsible for directing customer service for the CZee CyberZone and Wi-Fi operations. Insights gathered from customer contact are instrumental in improving product design, marketing communications and field operations.

Prior to joining RESOLUTE, Paul was a founding partner of a mid-size New England advertising agency. During his 25 years with the agency, he directed integrated, creative marketing programs for clients such as Days Inns of America, Cendant, SNET (now part of SBC/AT&T ), CIGNA Healthcare, Fidelity Investments, Keebler and Inglenook Wines in the telecommunications, hospitality, healthcare, financial services, and consumer food and beverage categories. He was also instrumental in bringing the "voice of the customer" to advertising campaigns and product development by adding the discipline of account planning and research to the agency.

Paul's technology sector experience includes the launch of SNET's consumer Internet access product and the national rollout of an online reservation and property management system for 5000 Cendant hotel properties.

He holds a BFA degree from the Rhode Island School of Design.

Tim Kennedy: Director of Sales

Tim Kennedy joined RESOLUTE Partners in October of 2008. As Director of Sales, Tim is responsible for implementing sales strategies and initiatives to maintain and expand the company’s current client base, generate new business accounts and manage global military market relationships.

Tim has 23 years of telecommunications experience. He has held a variety of diverse sales management, operations and executive level positions with AT&T, a leading competitive local exchange carrier in Waltham, MA, an authorized sales agent of Southern New England Telephone and a telephone equipment distributor.

Prior to joining RESOLUTE Partners, Mr. Kennedy was Regional Vice President – Healthcare at AT&T where he was responsible for the account management and revenue growth of Healthcare accounts across ten states in the East representing $200 million in annual revenue. Prior to that position he was Regional Vice President in Connecticut where he led the entire Connecticut sales organization responsible for servicing mid-market, local and state government, education and medical (GEM) customers. In this position, he was also responsible for managing the presales technical support and advanced enterprise solutions team who sold data, Internet, VoIP, network infrastructure, security, maintenance and managed services.

A native of Connecticut, Tim graduated from Southern Connecticut State University in New Haven with a Bachelor of Science degree in Economics with a concentration in marketing and computer science.
